Facilitating council decisions without endless deferrals
Councils stall when every agenda item seeks consensus. Split meetings into information, decision, and workshop modes. Publish pre-reads with explicit questions. Limit open discussion to minutes per topic, then force a recorded outcome: approve, pilot, or defer with a date.
Deferrals need owners. If a topic returns twice without progress, escalate to an executive sponsor with a concise memo. This prevents “we’ll revisit” loops that exhaust volunteers.
Celebrate small decisions. Shipping a metadata rule or approving a dataset retirement builds momentum. Capture lessons in a short retro note that future councils can skim in five minutes.
